Keolis nominates Didier Cazelles and Fabrice Lepoutre to expand and fortify its Management Committee

Didier Cazelles joins Keolis as Deputy CEO, head of the Territories branch in France. As of 1 July, he takes over from Jacky Pacreau, who has chosen to retire. This appointment gives him a seat on the Group’s Management Committee. Fabrice Lepoutre, Managing Director of EFFIA Stationnement, Keolis’ parking subsidiary, joins the Management Committee as a new member. His nomination symbolises the increasing importance of parking in our territorial mobility policies. They both report to Frédéric Baverez, Keolis Group Executive Director France. The Keolis Management Committee, which now has 15 members, is one of the group’s two steering and coordination bodies, along with the Executive Committee. These two committees help to define the Group’s strategic directions.

Didier Cazelles, Deputy CEO, head of the Territories branch

Didier Cazelles, 52 years, graduated from the Paris Institute of Political Studies and is a Ponts et Chaussées Civil Engineer.

Didier Cazelles began his career in 1991 with Procter & Gamble as a financial analyst (1991-1992), before joining SNCF, where he spent most of his career, from 1992 to 2013. He started in the Strategy and Planning division, then held various positions including Director of Operations for the Normandy region passengers branch (2000-2002), Director of Sales for the passengers branch (2006-2007) and East Paris Regional Director (2008-2009). In 2009, he was appointed Principal Private Secretary to the Chairman of SNCF, Guillaume Pepy (2009-2010), before continuing his career within the group as Director of Operations for the TGV branch (2010-2013).  

In 2013, Didier Cazelles joined Elior, as Managing Director of the Motorways and Leisure Business Unit for France and Northern Europe in the group’s Concessions branch; he was a member of the group’s management committee.

On 1 July 2019, he took over from Jacky Pacreau. His mission is to develop Keolis’ business outside Ile-de-France, in the areas of intercity and urban transport in the medium-sized cities. The Group aims to benefit from Didier Cazelles’ excellent knowledge of the territories to bolster its presence in the intercity sector, which currently covers 70 departments in France, and to continue its collaboration with transport authorities in medium-sized cities and rural areas, proposing solutions to meet the needs of their territories.

Fabrice Lepoutre, CEO of EFFIA Stationnement

Fabrice Lepoutre, 46 years, holds a double Masters degree in management from Paris Dauphine university and Goethe university in Frankfurt, and INSEAD’s Advanced Management Program diploma.

He began his career in 1996 in the food-processing sector with the Savencia group (1996-2000) as an internal auditor, before becoming Business Analyst M&A for Quatuor (2000-2006).

In 2006, Fabrice Lepoutre joined Keolis as Deputy Director of the M&A department (2006-2009). In 2009, when Keolis took over EFFIA, he was appointed Secretary General, then Managing Director for parking. Since his appointment, the development of EFFIA has been excellent, with notable examples including multiplying its turnover by 3, multiplying the number of managed parking spaces by more than 4 (240,000 on 1 January 2019), the acquisition of several companies (Ramery, Alfa Park, Parkeren Roselaere, Empark France, etc.) and its first international experience in Belgium in 2017.

In 2018, EFFIA had a historic year, winning 33 contracts, including the main public service delegations subject to a bidding process, such as Limoges, Le Havre and Grenoble. 

Fabrice Lepoutre is also a member of the following boards: FNMS (France’s federation of parking businesses), One Park (parking space reservation platform, of which Keolis is a shareholder) and SAEMES (public-private limited company managing parking in Paris).
