Pascal Decary appointed Director of Procurement and Transformation at Keolis

Pascal Decary joins Keolis as Director of Procurement and Group Transformation Programme. In this capacity, he joins the Management Committee and reports to Asma Aïdi, Group Executive Director for Operational Performance and Transformation, member of the Executive Committee.
Pascal Decary’s main mission will be to boost the impact of purchasing to Keolis’ results, drawing on the levers of transformation for the Keolis Group.

Before joining Keolis, Pascal Decary was Senior Executive Vice-President Global Procurement for the Veolia Group since the end of 2013, where his restructure of the department contributed to significantly improving the group's overall performance.

Pascal joined Veolia in 1993 as Director of Human Resources for the public transport network of Greater Rouen (Veolia Transport). In 2000, he became Director of Human Resources for the Veolia Environmental Services division (VES), until 2009.

From 2010 to 2012, he was in charge of operations for VES in Asia and Eastern Europe. In 2013 he became Senior Executive Vice-President of this division and took on operational responsibility for Germany.

A graduate of the University of Haute Normandie with a DESS postgraduate diploma in management, Pascal Decary, 59, began his career in 1984 as a manager of mixed ownership corporations at Caisse des Dépôts et Consignations, before becoming administrative and financial manager for JC Decaux (1987-1990), and then a consultant for Capfor in HR consulting and auditing (1991-1992).

He is also a board member of the Canadian company Orbite Technologies Inc. (a clean tech company listed on the Toronto Stock Exchange).
