Île-de-France Mobilités awarded Keolis, at its Board of Directors meeting on 12 June 2026, the operation of DSP 31, the bus network serving the communities of Val d'Essonne and 2 Vallées, in the south of Essonne.
From 1 August 2026, Keolis will operate this peri-urban and rural network, serving a population of approximately 80,000 residents, for a period of six years, with two one-year extension options.
A growing area at the heart of southern Île-de-France
This contract, which marks the transition to a public service delegation (DSP), covers a peri-urban and rural area structured around the RER C and RER D railway stations. The 35-line network — of which 23 serve school transport purposes, accounting for approximately 50% of ridership — serves the hubs of Mennecy, La Ferté-Alais, Milly-la-Forêt and Maisse, in a catchment area welcoming over 100,000 passengers per month. Ridership has grown by 18% between 2023 and 2025.
Keolis plans a significant enhancement of services, particularly at weekends: the Mennecy network lines (4307 and 4309) will henceforth operate on Sundays, as will the on-demand transport services (TAD) for both communities. In the medium term, the rollout of future Express lines — Milly-Évry and Ballancourt-Évry — is also planned.

We are proud of the renewed trust placed in us by Île-de-France Mobilités in this area. This new public service delegation contract is an important milestone: Keolis will pay particular attention to school passengers, who represent a decisive share of the network's activity. The on-demand transport service, already optimised by Keolis during the previous contract, will be strengthened and made more accessible for users in the southern part of the area, in Milly-la-Forêt, Boutigny-sur-Essonne and Moigny-sur-École.

Energy transition, infrastructure modernisation and local partnership
As part of the contract, Keolis will support Île-de-France Mobilités in its ambitious energy transition strategy, with the gradual conversion of the fleet to 100% compressed natural gas (CNG) vehicles over the course of the DSP. On the infrastructure side, Keolis will manage the renovation of the Mennecy-Ormoy bus operational centre (COB) to the value of €1.8 million. Île-de-France Mobilités will additionally oversee the construction of a new COB on the Plaine d'Ormoy site, which will be made available to the concessionaire during the contract period.
Keolis will rely on a longstanding local partner, Les Cars Bleus, based in Milly-la-Forêt, who will deploy around thirty vehicles to operate a set of lines around that hub, representing 20% of the contract's commercial kilometres.
