Keolis, which has been running the Greater Agen public transport network since 2006, has been reappointed by the city’s local authority to operate the Tempo network under a new 10-year concession contract, which began on 7 July 2025. This contract, worth a total of €107 million, marks a new milestone for the 102,000 inhabitants of the conurbation, with an expanded and modernised service offer, aligned with the authority’s social, community-focussed and environmental ambitions.

Comprehensive coverage across the entire region

For the first time, all 44 municipalities of the Greater Agen area will benefit from the Tempo network’s services thanks to the introduction of an on-demand transport service (ODT) operating from 4 am to 11 pm, Monday to Saturday, This comprehensive coverage will guarantees equality of access to public transport services, particularly for residents of more remote areas.

More services for smoother mobility

The network will comprise seven urban bus lines, complemented by on-demand transport , school buses and transport services for people with reduced mobility (PRM). Taken together, the services provided will bring a 75% increase in commercial kilometres compared with those of the previous network. Park and ride facilities (P+R) will also be created to promote intermodality. Buses will take passengers from these car parks to the city centre in under 15 minutes, thanks to improved commercial speeds.

An ambitious ecological transition

From the very start of the contract, diesel will be replaced with renewable HVO fuel, marking the beginning of a major energy transition. Keolis will also oversee:

  • The acquisition of 29 new BioCNG buses by 2029;

  • The commissioning and operation of the local authority’s new bus depot, scheduled for 2028.

Thes steps are designed to reduce greenhouse gas emissions by 77% between now and 2029.

In addition, for this contract Keolis is adopting the status of a société à mission (mission-driven company), through which it clearly sets out its commitment to sustainable and responsible mobility.

Powerful social and technological momentum

The contract also provides for:

  • The introduction of a means-tested concessionary fare policy for pupils;

  • The launch of contactless payment (open payment) in September 2026.

To support the development of the network, 50 new employees will be taken on over the duration of the contract, bringing the total workforce to 104 staff, including 80 drivers by 2035.
